The Freedom from Debt Coalition Public Finance Campaign centers on pushing for a participatory and transparent budget process and a progressive public financing program. Thus FDC takes it as a mission to continuously register its comprehensive critique on the annual proposed budget formulated by the Department of Budget and Management, and to effectively intervene in the approval of the General Appropriations Act by the Philippine Congress.
Furthermore, FDC campaigns for a more progressive borrowing (financing), revenue-generation, and expenditure program that would promote national development, forward social justice, and end the country’s debt addiction. argaiv1668 |

The national budget is ultimately funded by the people, whether through taxation which commits people’s current resources for the operations of its government, or through borrowings which commits future generation’s resources for the government’s strategic development requirements. Thus, people’s participation and checks-and-balances in the crafting of the budget bill are not only important – they are democratic imperatives which must be fulfilled.
FDC carries on with its call to increase participation of people’s organization and civil society actors in the crafting of the national budget. FDC also pushes to clip the Presidential powers on the budget, thereby making more democratic the budget process itself.

FDC remains firm in its struggle for an end to a debt-driven, anti-people national budget. We push for the putting expenditures for human and social development over and above debt servicing.
The engagement on the budget, however, does not consist solely of proposing a development-oriented expenditure program. FDC looks into the bigger picture. FDC understands that the policy on borrowings (also called as financing) and revenue-generation also affects the way the budget is financed and thus, formulated.
FDC engages the budget process on all levels: from generating the funds through taxation and other schemes, to the prioritization of the public expenditures, to the financing of the deficit. Thus, the campaign for a progressive public finance program has the following components:
